As my nephew would say when he was a toddler, "Mess!" A good way to replicate this sort of encrustation is with acrylic texture gels, available at art supply stores like Michaels. There are several textures available, and they can be mixed together for more variation. They are translucent, and can be colored with pigments or craft paint prior to application. They can be painted normally afterwards. For a buildup with a lot of organic debris in it, static grass or similar stuff can be mixed in prior to application on the model. This is what it can look like: No, none of these are dump trucks...but mud & gunk is pretty much the same regardless of what's been wallowing in it.
